What is the role of government in a disrupted ecosystem, where expertise and lived experience is held outside of the bureaucracy? The risk we want to avoid is the current model of government can no longer meet the needs of current and future generations. The opportunity we want to realise is how do we leverage this expertise and lived experience to create public value and prosperity?
Why do you believe this challenge has arrived at a stage where it requires disruptive thinking techniques? Dispersed expertise, we cannot hold everything in government. We have other people in similar situations: globalisation. More informed citizens than ever before, with access to technology.
What would have happen if nothing happened?
